I noticed that all Answers Plans come with one Admin and various amounts of Moderators depending on the level of the plan. What is the difference between an Admin and Moderator?

Answers Plans have a progressive number of moderators based off of the size of your Answers plan.
The Big Kahuna. The Dozuki site owner, this person has the top-down control of everything on their Dozuki site. You have access to your account info and full ability to manipulate all the information in /Manage.
These are trusted super users, or coworkers of the Admin. They have access to a higher-level of Answers Moderation, like being able to force votes to pass in our Moderator Votes tool.
Moderators are there to help lighten the administrative load of the Admin, while not giving too many users access to all the high-functions within /Manage.
